A new version of (_thanks Tom_!) the code that runs the Wikipedia is available for general users, including multi-lingual support and the ability to display mathematical formulae and other hard layout challenges using LaTEX.

Uhmm, it was available for years actually. Same for the database at http://download.wikipedia.org
Only the images are not (yet) available as archive.

I think (think) he is saying that there is a new version, not that you couldn't have gotten the old(er) versions...
